अमेरिका में पी.जी. शिक्षा व रोजगार
आज अमेरिका के विश्वप्रसिद्ध विश्वविद्यालयों से MS, PHD या MBA की शिक्षा प्राप्त करना व वहाँ रोजगार मिलना आसान है. बस हिम्मत और प्लानिंग चाहिए, व्यवस्थाएं बनती चली जाएँगी. हमें केवल जानकारियों का आभाव रहता है. अमेरिका में एम.आई.टी., स्टेनफोर्ड, केलिफोर्निया, हॉर्वर्ड, येल, ब्राउन, पेंसिल्वेनिया, टेक्सास, मिशिगन, शिकागो, परड्यू सहित कुल 5000 विश्वविद्यालय (University) हैं. जिनमें से 2500 इंजीनियरिंग पढ़ाते हैं. वहीं अमेरिका की जनसंख्या केवल 35 करोड़ है. अमेरिका से भारत आने में 20 घंटे लगते हैं व आने-जाने का किराया मात्र 70 हजार रूपये है.
रैंक निकालने वाली क्यू.एस. मैगज़ीन के अनुसार आई.आई.टी. की विश्व रैंक 172 व टाइम्स हायर एजुकेशन के अनुसार 350 है. शिक्षा पद्धति में प्रमुख अंतर है कि अमेरिका में किताब से रटा हुआ उत्तर परीक्षा या होमवर्क में लिखने पर “शून्य” अंक मिलते हैं. अर्थात वहाँ हर चेप्टर की हर छात्र को नई व्याख्या करनी होती है. वहीं अंग्रेजों ने भारत में राज-पाट चलाने क्लर्क व नौकर तैयार करने “रटो, लिखो व भूलो” शिक्षा प्रणाली लागू की थी जबकि उसी समय उनके इंग्लैण्ड में शिक्षा प्रणाली भिन्न थी.
अमेरिका के स्थानीय छात्रों का इंजीनियरिंग, मेडिकल जैसी कठिन पढ़ाई की ओर रुझान कम रहता है. वे बी.ए., बी.कॉम., बी.बी.ए. पढ़कर ही जीवन यापन कर लेते हैं. वहीं स्वयं पर कर्ज व सुलभ रोजगार के चलते अमेरिका के स्थानीय छात्रों की पी.जी. करने में भी रूचि कम रहती है. अतः हमारे लिए वहाँ अच्छे विषय व संस्थानों से उच्च शिक्षा व फिर रूपये 60 लाख औसत वार्षिक वेतन (जबकि रहने-खाने का खर्च रूपये 15 लाख प्रति वर्ष) की नौकरी प्राप्ति के अवसर सुदृढ़ रहते हैं. विज्ञान व इंजीनियरिंग स्नातकों अर्थात STEM (Science, Technology, Engineering & Mathematics) Group की कमी होने से अमेरिकी कम्पनियों में 60% लोग बाहर के देशों के काम करते हैं.
अमेरिका से शिक्षा प्राप्ति में 7 प्रमुख विचारणीय बिन्दु.. (1) प्रवेश परीक्षाएं (2) पासपोर्ट बनाना (3) कॉलेज रैंकिंग (4) खर्च की व्यवस्था (5) फण्ड दिखाना (6) स्टूडेन्ट वीज़ा (7) अमेरिका में नौकरी
(1) प्रवेश परीक्षाएं:
(i) दो वर्षीय M.S. (Graduate) या PHD में प्रवेश हेतु 340 अंको की GRE परीक्षा. जिसमें आधा-आधा गणित व अंग्रेजी पूछा जाता है. गणित एकदम सरल कक्षा 11वीं के स्तर का. उत्तम अंक 320.
(ii) 2 वर्षीय MBA के लिए 800 अंकों की GMAT परीक्षा. जिसमें आधा-आधा गणित व अंग्रेजी पूछा जाता है. गणित एकदम सरल कक्षा 11वीं के स्तर का. उत्तम अंक 720.
(iii) TOEFL परीक्षा: उपरोक्त दोनों के साथ अनिवार्य. कुल अंक: 120, उत्तम अंक: 100. जिसमें चार बराबर भागों में Speaking, Listening, Reading, Writing पूछा जाता है. (यह परीक्षा इसलिए ली जाती है कि जब अमेरिकी यूनिवर्सिटी में पढ़ाया जायेगा तो छात्र उसे समझ पायेगा या नहीं?)
टीप: फोटो आई डी के रूप में परीक्षा केन्द्र में पासपोर्ट अनिवार्य होता है.
ये प्रवेश परीक्षाएं वर्ष में कई बार होती हैं. जिन्हें 21 दिनों के अन्तर से दुबारा दे सकते हैं. इनमें GRE/GMAT का स्कोर 5 वर्ष व TOEFL का 2 वर्ष तक मान्य रहता है. इनकी मात्र 2 से 4 माह की “कोचिंग” व “परीक्षा केन्द्र” भारत के हर बड़े शहर में उपलब्ध हैं. इसके अलावा छात्र द्वारा सम्पन्न अतिरिक्त गतिविधियों (जैसे जिस विषय में प्रवेश चाहिए उससे संबन्धित कॉलेज में किये गए कार्य, मॉडल, प्रोजेक्ट, थीसिस, जरनल या अख़बारों में लेख प्रकाशन, प्रशिक्षण) समाज सेवा कार्य, 3 प्राध्यापकों की ऑनलाइन अनुशंसा व मुख्यतः BTech तृतीय वर्ष के प्राप्तांकों का भी प्रवेश के आवेदन में महत्व होता है.
विशेष: अमेरिका से MS की डिग्री लेने के लिए औसत केवल 10 पेपर ही पास करने होते हैं. जिन्हें 1 से डेढ़ वर्ष में भी पास किया जा सकता है. जिससे अंडरग्रेजुएट की तुलना में फीस व समय दोनों कम लगते हैं. अमेरिका बी.टेक. के बाद ही सीधे PHD में भी प्रवेश देता है व PHD में पूरी स्कॉलरशिप मिलने की पूरी सम्भावना रहती है. जहां छात्रों को पहले वर्ष में मास्टर डिग्री मिलती है।
सतर्कता: बी.टेक. करते ही बगैर समय नष्ट किये अमेरिका में अगस्त माह में प्रारम्भ होने वाले सत्र में प्रवेश लेने के लिए उसके 10 माह पूर्व अर्थात विगत वर्ष के नवम्बर माह तक प्रवेश परीक्षाओं के स्कोर बनाना होगा अन्यथा 1 वर्ष का नुकसान हो जायेगा. अधिकतर अमेरिकी विश्वविद्यालयों में आवेदन की अन्तिम तिथि दिसंबर माह में होती है व BTech Final Year का परिणाम आने के पहले ही मार्च तक एडमिशन के परिणाम आ जाते हैं. (इसके लिए बी.टेक. तृतीय वर्ष पूर्ण होते ही तैयारी प्रारम्भ कर अक्टूबर माह में GRE व TOEFL की परीक्षा दे देना चाहिए. उसके पूर्व पासपोर्ट अवश्य बनवा लें)
(2) पासपोर्ट: आवश्यक दस्तावेज: (1) पता: 1 वर्ष पुरानी बैंक पासबुक या निवास के पते का कॉलेज का प्रमाण पत्र (2) जन्म प्रमाण पत्र या अंकसूची (3) फोटो आई.डी. (4) पिछली अंकसूची. (विशेष: वर्तमान पते को ही स्थाई पता भी दर्शाएं, केवल विगत 1 वर्ष के पते पर पासपोर्ट बनता है.) अधिक औपचारिकताओं के चलते तत्काल से जल्द साधारण पासपोर्ट बनते हैं.
(3) कॉलेज रैंक: विश्वविद्यालयों की अमेरिका या विश्व रैंक जानने वेबसाइट हैं: (i) https://www.usnews.com/ (ii) https://www.timeshighereducation.com/ (iii) https://www.topuniversities.com/
(4) खर्च की आसान व्यवस्था: M. S. (2 – वर्षीय पोस्ट ग्रेजुएट कोर्स) औसत कुल खर्च 40 से 60 लाख रुपया.
(i) सरकारी बैंकों से एजुकेशन लोन: जो 3 वर्ष बाद से लौटाना है. 3 वर्ष तक साधारण ब्याज. प्रतिमाह ब्याज देने पर प्रथम 8 वर्ष तक माता-पिता को इनकम टेक्स में छूट. अचल सम्पत्ति की ग्यारण्टी लगेगी. (विशेष: मकान पर 1 लोन होते हुए भी वही बैंक डिफरेन्स सिक्युरिटी पर 1 और लोन सहर्ष दे देता है.) (SBI Loan Limit रु.1.50 करोड़)
(ii) प्रायवेट बैंकों से एजुकेशन लोन (महत्वपूर्ण: बगैर ग्यारंटर, बगैर मकान के): अमेरिका से PG (MS) करने Prodigy, HDFC Credilla, Axis Bank, Avanse, Auxilo, Incred, ICICI आदि रु. 40 से 60 लाख का “एजुकेशन लोन” बगैर अचल सम्पत्ति (मकान) की ग्यारण्टी के ई-मेल पर 7 दिन में दे देते हैं. जो 2.5 वर्ष बाद से लौटाना होता है. जिसमें इंग्लैण्ड की Prodigy Company तो पिता के हस्ताक्षर व ब्लैंक चेक्स भी नहीं मांगती व बगैर एडवांस प्रोसेसिंग फी व बगैर भारत में एग्रीमेंट कराए Loan Sanction Letter दे देती है. जो Loan Sanction Letter अमेरिकी यूनिवर्सिटी से I-20 फॉर्म (एडमिशन कन्फर्मेशन लेटर) मंगवाने व फिर वीज़ा इंटरव्यू में फण्ड दिखाने में उपयोग किया जा सकता है. (प्राइवेट बैंक या कम्पनियों से लोन लेने पर भी लोन वापसी (EMI) प्रारम्भ होते तक हर महीने ब्याज भुगतान की आवश्यकता नहीं है. स्वयं के पास से कोई मार्जिन मनी की भी आवश्यकता नहीं है)
(iii) पार्ट टाइम जॉब: अमेरिका में मेन पॉवर की कमी होने से विश्वविद्यालय में सप्ताह में 20 घण्टे का पार्ट टाइम जॉब मिलता है. जिससे रहने-खाने का खर्च निकल सकता है. समर वेकेशन में फुल टाइम जॉब की अनुमति है.
(iv) इन्टर्नशिप: समर वेकेशन में 2 से 3 माह किसी कम्पनी में इन्टर्नशिप (प्रशिक्षण) पर जाने पर फुल पे प्राप्ति।
(v) स्व-व्यवस्था: कुछ राशि की व्यवस्था स्वयं को भी करनी पड़ी तो सेमेस्टर वाइस क्रमशः करनी होगी, एक साथ नहीं.
(स्कॉलरशिप: यह एक दुर्लभ वस्तु है व अधिकतर विश्वविद्यालयों में इसकी संभावनाएं कम ही रहती है.)
(5) फण्ड दिखाना (2 बार): (1) MS में प्रवेश मन्जूर होने पर विश्वविद्यालय से प्रवेश का आई-20 फॉर्म (एडमिशन कन्फर्मेशन लेटर) मंगवाने हेतु 1 वर्ष के खर्च की राशि के बराबर व (2) वीज़ा इन्टरव्यू के समय डेढ़ वर्ष के खर्च के बराबर राशि दिखानी होती है. जिसमें एजुकेशन लोन सैंक्शन लेटर, स्वयं या माता-पिता या उनके माता-पिता के सेविंग बैंक व एफ.डी. की राशि (जिसके लिए बैंक से उपलब्ध बेलेन्स का प्रमाणपत्र लेना होता है) दिखा सकते हैं.
(6) स्टूडेन्ट वीज़ा: F-1 स्टूडेन्ट वीज़ा अप्लाई करने के लिए इस आई-20 फॉर्म (ऑफर लेटर मान्य नहीं) की ओरिजिनल हस्ताक्षर वाली हार्ड कॉपी आवश्यक है. जो विश्वविद्यालय डाक (कूरियर) द्वारा भेजता है. भारत में अमेरिका के पाँच वीज़ा ऑफिस हैं नई दिल्ली, मुम्बई, कोलकाता, चेन्नई व हैदराबाद. भारत में अमेरिका के वीज़ा ऑफिस में 3 से 5 मिनिट के इंटरव्यू के बाद अमेरिकी वीज़ा ऑफीसर वीज़ा अप्रूव होने का निर्णय तुरन्त बता देते हैं. यदि किसी कमी से वीज़ा रिजेक्ट भी होता है तो छात्र उन कमियों को पूर्ण कर फिर से अप्लाई कर पुनः इंटरव्यू की अगली तारीख ले सकते हैं.
F-1 स्टूडेन्ट वीज़ा इन्टरव्यू में पूछे जाने वाले प्रश्न: (1) 1.50 साल के खर्च के बराबर फण्ड की व्यवस्था (2) छात्र का intention अमेरिका में बसने का तो नहीं है? (3) MS के पहले की आवश्यक डिग्री जैसे BTech, है या नहीं?
(7) अमेरिका में नौकरी: प्रति वर्ष 2 लाख आवेदकों में से 85 हजार लोगों को लॉटरी से “6-वर्षीय H-1-B-Job-VISA” (जिसमें से 20,000 सीटें अमेरिका से MS करने वाले विदेशी छात्रों के लिए आरक्षित हैं) दिया जाता है. जिसके पहले अमेरिका में मेन-पॉवर की कमी होने से 3 वर्ष की नौकरी “ऑप्शनल प्रेक्टिकल ट्रेनिंग (OPT)” (Apprenticeship) के नाम पर आसानी से F-1 स्टूडेन्ट वीज़ा पर ही मिलती है. इसीलिए अमेरिका 2 वर्षीय MS कोर्स के लिए बिना मांगे 5 साल का F-1 स्टूडेन्ट वीज़ा दे देता है. इन तीन वर्षों में लिविंग खर्च, इनकम टेक्स व कर्ज पटाने के साथ-साथ समुचित बचत भी हो जाती है. अमेरिका में 4 से 5 वर्ष रहने के बाद “6-वर्षीय H-1-B-Job-VISA” के दौरान ग्रीन कार्ड (Permanent Resident Card) के लिए आवेदन कर सकते हैं.
विशेष टीप: ऑनलइन कोर्सेस: छात्रों को प्रवेश व नौकरी में लाभ प्राप्ति हेतु MIT, HARVARD, STANFORD आदि विश्वस्तरीय विश्वविद्यालयों के edX या Coursera के पसन्द के छोटे-छोटे 6 से 8 हफ़्तों के मुफ्त ऑनलाइन कोर्सेस करना चाहिए.
PG Education and employment in America
Today it is easy to get MS, PHD or MBA education from world renowned universities of America and get employment there. It just needs courage and planning; arrangements will continue to be made. We only have a lack of information. There are total 5000 universities in the US including MIT, Stanford, California, Harvard, Yale, Brown, Pennsylvania, Texas, Michigan, Chicago, Purdue. 2500 of which teach engineering. At the same time, the population of America is only 35 crores. It takes 20 hours to come to India from America and the to & fro fare is only 70 thousand rupees.
According to the Rank extractor Q.S. magazine, IIT World rank is 172 and 350 according to Times Higher Education. The major difference in the education system is that in America, writing a book-written answer in examination or homework gives “zero” marks. That is, every chapter has to be interpreted by every student. At the same time, the British had implemented the “cram, write and forget” education system in India to prepare clerks and servants, while at the same time their education system in England was different.
Local students of USA have less tendency towards difficult studies like engineering and medical. They live their life only after studying BA, BCom, BBA. At the same time, due to loan liability & easy availability of employment local Americans are less interested in persuading PG. Therefore, there are strong opportunities for us to get higher education from good subjects and institutions and then get job on an average annual salary of Rs 60 lakh (whereas living expenses are Rs 15 lakh per year only). Due to shortage of Science and Engineering graduates i.e. STEM (Science, Technology, Engineering & Mathematics) group, 60% of people in US companies work from outside countries.
These are the 7 major points of consideration in getting education from America. (1) Entrance examinations (2) Passport (3) College ranking (4) Expense arrangement (5) Display of Funds (6) Student visa (7) Jobs in America
(1) Entrance examinations:
(i) Two-year M.S. (Graduate) or PHD: GRE exam of 340 marks. In which fifty-fifty mathematics and English are asked. Mathematics is very simple, class 11th level. Best score 320.
(ii) 800 marks GMAT exam for 2-year MBA. In which fifty-fifty mathematics and English are asked. Mathematics is very simple, class 11th level. Best score 720.
(ii) TOEFL Exam: Compulsory with both of the above: Total marks: 120, Best marks: 100. In which Speaking, Listening, Reading, Writing are asked in four equal parts. (This test is taken because when taught at American University, will the student understand it or not?)
Note: Passport is mandatory at the examination center in the form of photo ID.
These entrance examinations are held several times a year which we can give again at a difference of 21 days. Of these, the score of GRE/GMAT is valid for 5 years and of TOEFL for 2 years. Their “coaching” of only 2 to 4 months & “examination centers” are available in every big city of India. Apart from this, additional activities undertaken by the student (i.e. work done in the college related to the subject like project, theses, journal publication, training) social service, online recommendation of 3 professors & BTech 3rd year score are also important in admission application.
Special Note: To get an MS degree from America, the average papers have to pass are only 10. Which can be passed in one to one and a half years which makes both fees and time less than undergraduate course. US Universities admit students in PhD directly after BTech where the chance to get full scholarship is also bright. Where students first get a Master’s degree in his first year.
Alertness: To get admission in a session begening from August one has to make his test scores 10 months before means upto the month of November of preceding year otherwise one year will be lost. In most US universities, the deadline of application is in the month of December and before the result of BTech Final Year, the results of admission are received by March. (For this, after completing B.Tech. 3rd year, start preparing and give the GRE and TOEFL test in the month of October. Must prepare passport before that.
(2) Passport: Documents: (1) Address: 1-year old bank Passbook or college certificate of residential address (2) Birth certificate or marksheet (3) Photo ID (4) Previous marksheet. (Always show the current address as a permanent address also. Passport is made by last 1-year address only.) Due to much formalities getting ordinary passport is easy rather than tatkal.
(3) College Rank: To know US & World Ranks of Universities, websites are: (i) https://www.usnews.com/ (ii) https://www.timeshighereducation.com/ (iii) https: // www.topuniversities.com /
(4) Easy arrangement of expenses: M.S. (2-year PG course) Average expenditure Rs 40 to 60 lakhs.
- (i) Education loans from Government Banks: Which is to be returned after 3 years. Simple interest up to 3 years. For initial 8 years, parents are exempted from income tax on paying interest. Guarantee of immovable property required. (Special: Despite having 1 loan on the house, the same bank gives 1 more loan happily on the difference of security.) [SBI Loan Limit Rs. 1.50 Crore]
(ii) Education loans from private banks (Important: Without guarantor & without property): To do PG (MS) from USA by Prodigy, HDFC Cedilla, Axis Bank, Avanse, Auxilo, Incred, ICICI etc. “Education loans” of Rs. 40 to 60 lakhs are given in 7 days on e-mail without guarantee of real property (house). Which is to be returned after 2.5 years. In which the Prodigy Finance company of England does not even ask for father’s signature as co-borrower and blank cheques & gives loan sanction letter without advance processing fee and agreement in India. This Loan Sanction Letter can be used to get the I-20 form (Admission Confirmation Letter) from American University & then to show the funds in the visa interview. (Even after taking loans from private banks or companies, there is no need to pay interest every month till the loan repayment (EMI) starts. No margin money required from self)
(iii) Part time jobs: Due to shortage of man-power, a 20-hour part-time job in a week is available in the university which can reduce the cost of living. Full time job allowed in summer vacation.
(iv) Internship: If you join a 2 to 3 months summer-internship in any company you will get full pay.
(v) Self-arrangement: If you have to arrange some amount for yourself, then the semester vice arrangement will have to be made respectively, not at once.
(Scholarship: It is a rare commodity and its chances are rare in most of the universities.)
(5) Displaying of funds (2 times): (1) After getting admission offer, to obtain the I-20 form (Admission Confirmation Letter) from the University is equal to the amount of 1 year cost & (2) at the time of visa interview an amount equal to one and a half years of expenditure is to be shown. Wherein the Education Loan Sanction Letter, self or parents or grand parents’ savings bank & FDs balance (For which a certificate of balance from the bank has to be obtained) can be shown.
(6) Student Visa: In order to apply for a F-1 student visa, the hard copy with original signature of I-20 form (offer letter not valid) is required. Which is sent by university by post (courier). America has five visa offices in India- New Delhi, Mumbai, Kolkata, Chennai and Hyderabad. After an interview of 3 to 5 minutes at the US Visa Office in India, the American Visa Officer immediately informs the decision of visa approval. If there is a rejection of visa due to any deficiency, then the students can complete those deficiencies and apply again and take the next date of interview again.
Questions asked in F-1 Student Visa Interview: (1) Fund’s arrangement equal to 1.50 years of expenditure (2) Student’s intention not to settle in America? (3) Prequalification degree like BTech etc.?
(7) Jobs in America: Out of 2,00,000 applicants every year 85,000 people get “6-year H-1-B-Job-VISA” by lottery (out of which 20,000 seats are reserved for foreign students done MS from US). Before which due to shortage of man-power 3 year’s job is easily available as “Optional Practical Training (OPT)” (Apprenticeship) after studies on same student F-1 visa. That’s why America gives 5-year F-1 Student Visa for 2-year MS course without asking. In these three years, along with living expenses, income tax and debt, some savings can be done. We can apply for a green card (permanent resident card) during “6-year H-1-B-Job-VISA” after 4 to 5 years in the US.
Special Note: Online Courses: Students should do free online courses of 6 to 8 weeks like edX or Coursera of world class universities like MIT, HARVARD, STANFORD etc. to get admission and job benefits.
